I do have a page about how to make flat paper flowers. All you need is some heart shapes – either punch them out or draw them and cut them out. Here’s the page to tell you how to make a flat paper flower:http://www.papercraftcentral.com/how-to-…
The other ideas on the page are also easily left flat. You don’t have to shape them into cups if you don’t want to.
The little rosebuds I make are a tiny bit more 3-d, but they lay pretty flat if you thoroughly glue them down:http://www.papercraftcentral.com/paper-r…

OH, and instead of 2-D paper rose, why not dry real rose petals/flower & send that in the letter – you could even sprinkle some rose attar on it
